The INTERNATIONAL CRIMINAL INVESTIGATIVE ANALYSIS FELLOWSHIP
The profiling certification of SSA Morris was accomplished by completing a lengthy and rigorous training agenda mandated by the International Criminal Investigative Analysis Fellowship (ICIAF), a renowned group whose membership includes active and retired profilers from the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco, and Firearms, the Royal Canadian Mounted Police, the Texas Rangers, the Ontario Provincial Police, the New Scotland Yard, and many other superb law enforcement agencies from around the world. The main facets of criminal investigative analysis include furnishing personality traits and characteristics of unknown offenders, assessing the potential of threatening communications and actions, providing interview / interrogation techniques, and analyzing written and verbal statements for deception.

In November, 1992 the International Criminal Investigative Analysis Fellowship (ICIAF) became the training and accreditation authority for the certification of Criminal Investigative Analysts (Criminal Profilers). This organization, following the suspension of the U.S. Federal Bureau of Investigation’s Police Fellowship Program, undertook the responsibility of ensuring that future non-FBI Analysts would meet a minimum standard of competency prior to offering their opinions as Criminal Investigative Analysts. A nominee for Understudy Candidate must meet the following criteria:
-The nominee must be a sworn law enforcement officer.
-The nominee must have a minimum of three years recent experience investigating crimes of interpersonal violence, specifically, homicide, sexual assault, and/or other serial violent crime.
-The nominee must have a superior level of investigative skill in the area of interpersonal violence and must be able to provide written documentation of their skill.
-The nominee must have demonstrated an ability to articulate their thoughts both orally and in writing.
-The nominee must be fluent (reading, writing, speaking and understanding) in the English language.
-The nominee must be approved and sponsored by an ICIAF Fellow in good standing.
-The Sponsoring Agency must agree to pay all the costs incurred by their nominee in meeting the requirements of the ICIAF Understudy Program.
As mandated by the ICIAF educational requirements, Virginia State Police Profilers have received training in the following areas:
In addition, Virginia State Police Profilers, prior to completing the ICIAF certification program, have also:
-Spent a minimum of two years with a sponsoring certified profiler who served as a mentor
-Spent one month each with two other fully certified profilers from other separate law enforcement agencies
-Spent a one month residency at the FBI-NCAVC-Behavioral Analysis Unit
-Completed all required readings pertaining to criminal investigative analysis
-Appeared before a certification board and successfully presented a written profile and orally defended findings of a case submitted by the ICIAF Education Committee. During the course of the board proceedings, the Profiler Understudy was also verbally tested as to the extent of his knowledge of twenty-three topics related to criminal profiling.
SENIOR SPECIAL AGENT KENNETH R. MORRIS

Senior Special Agent Kenneth R. Morris has been an investigator in the Violent Crimes Unit for the Bureau of Criminal Investigations of the Virginia State Police since 1996. He specializes in the art of criminal investigative analysis, a task more commonly known as criminal profiling. A criminal profiler generally gathers his clues from three sources: the crime scene, the victim, and the autopsy report. By examining these various factors, SSA Morris can extract indicators of the criminal's intelligence, maturity level, and mindset. As one of only about 50 active criminal profilers in the world, SSA Morris has been providing assistance to local, state, federal, and international agencies since 2002.
SSA Morris has been involved in the investigations of many high-profile cases, from serial bombings to serial killings. Though he has provided assistance on hundreds of investigations, one of his greatest achievements was creating a profile that assisted in the cracking of a cold homicide that remained unsolved for more than 29 years.
SSA Morris, a graduate of the Virginia Military Institute, served his country as an armor officer in the U.S. Army. He then joined the State Police in 1987, serving 6 years on the road as a Trooper.

Assist local, state, and federal law enforcement agencies in crimes of violence by performing criminal investigative analysis services such as crime scene analysis, unknown offender characteristics and traits, case linkage analysis, investigative suggestions, interview/interrogation strategies, personality assessments, threat assessment, search warrant preparation assistance, equivocal death analysis, statement analysis, and related classroom instruction. Also perform duties as a Crisis Negotiator and Bloodstain Pattern Analyst. Certified as an expert for court proceedings pertaining to bloodstain pattern analysis.
